AADT

Annual average daily traffic.

Abutment

An end support of a bridge or similar structure.

ACC

The Accident Compensation Corporation (ACC) is a Crown Entity that administers New Zealands accident compensation scheme, which provides personal injury cover for all New Zealand citizens, residents and temporary visitors to New Zealand. In return people do not have the right to sue for personal injury other than for exemplary damages.

Access management

Access management refers to coordination between roadway design and land use planning to improve transport.

Accident-by-accident analysis

Conducted when there are limited modifications to an existing site and a high number of accidents (i.e., five or more injury accidents at the site, or three or more injury accidents per kilometre).

A grouping of similar activities.

Activity management plan (AMP)

An activity management plan prepared in accordance with clause 2 of schedule 10 of the Local Government Act 2002, or a similar plan.

Administration

The activities or components of activities that in the opinion of the NZTA are, or reasonably ought to be, provided in administering the delivery of land transport.

Administration (passenger transport services)

Administration of passenger transport services covers all the functions necessary to ensure the provision of those services.

ADT HCVI

Average daily tally of heavy commercial vehicles (type 1).

Affect of public sector financing and tolling

The public sector financing and/or toll charges reduce the effective project costs to the government.

Affected community

In relation to a proposed activity, means a group of people who are affected by the proposed activity because of living, studying, or working in close geographical proximity to the proposed activity.

Alignment

The horizontal or vertical geometric form of the centreline of the carriageway.

ANCAP

Australian New Car Assessment Programme - provides consumers with consistent information on the occupant protection level of new vehicles in serious front and side crashes. Broadly supported by all Australian automobile clubs, the Federal Office of Road Safety and State Government road and transport authorities in all states except Victoria and Tasmania, the program provides accurate data through a series of closely monitored and controlled collisions. This data is then used to calculate an overall rating for each vehicle model, considering deformation of the vehicle's structure and injury measurements to the head, neck, chest and upper and lower legs.All evaluated vehicles are subjected to three individual tests, offset frontal, side impact and pedestrian impact, with an optional pole test at the manufacturers request and expense.

Annual plan (AP)

An annual plan adopted under section 95 of the Local Government Act 2002.

AP

A linked system of traffic signals that allows regulation of traffic flow.

Approved organisation (AO)

A regional council, a territorial authority, an approved public organisation.

Approved public organisation

A public organisation approved under section 23 of the LTMA. Currently the Auckland Regional Transport Authority (ARTA), the Department of Conservation and the Waitangi National Trust Board.

Area-wide traffic control

A linked system of traffic signals that allows regulation of traffic flow.

Arterial road

A road predominantly carrying through traffic from one region to another, and intra-regionally forming principal avenues of travel for traffic movement.

Auckland Regional Transport Authority (ARTA)

ARTA:contracts passenger rail services and some infrastructure improvements on behalf of the Auckland Regional Council specifies required performance outcomes (eg required passenger capacity for the Auckland rail system), including requirements for significant infrastructure upgrades.

Auckland Regional Transport Network Limited (ARTNL)

ARTNL is responsible for:

- Contracting upgrades and maintenance for Auckland passenger railway stations
- Managing the Britomart terminal and holding the lease for the other Auckland suburban railway stations.

Auditor-General

The Controller and Auditor-General is a statutory office created by Parliament by the Public Audit Act 2001. In tune with the Public Audit Act and common usage, the title is normally abbreviated to Auditor-General.

Average time period traffic intensity

The average time period traffic intensity is the average traffic flow for the time period under analysis. It is generally reported as vehicles per hour, or vehicles per x minutes.
