9.3 - Annual roading achievement reports

Introduction

To enable Land Transport NZ to update the statistical record of land transport infrastructure assets and to report on achievement to the Minister, Land Transport NZ requires an annual achievement report to be submitted by all road controlling authorities to Land Transport NZ at the end of each financial year.

Key date

Approved organisations shall ensure that Land Transport NZ receives the annual achievement report no later than 31 July.

Annual achievement report

There are two parts to the annual achievement report:

  • a physical achievement return, and
  • a physical statistics return.

Physical achievement return

The physical achievement return must contain a listing of the physical achievement for the financial year as at 30 June, with the completed number of projects and lane kilometres or areas confirmed. Physical achievement is reported as:

  • percentage of the road network undergoing work (emergency reinstatement, structural renewal, preventative maintenance, and road reconstruction)
  • number of projects and lane kilometres completed for structural renewals: deemed to be complete when the lanes are opened to traffic
  • number of projects and lane kilometre completed for bridge renewals: deemed to be complete when the bridge is opened to traffic
  • number of projects, area in square metres and lane kilometre length of work completed against that planned for infrastructure improvements: deemed to be complete when the facility is available for use.

Note: The report is to be prepared on a form provided by Land Transport NZ.

Instructions and forms for physical achievement return

Instructions and relevant forms for submitting the physical achievement return are available in LTP online.

Rule: Prior to submitting the return, an officer of the approved organisation must annotate the forms to show the physical achievement information. Each sheet shall have the reporting officer’s name written on it.

Annual achievement -% of network undergoing work

The percentage of the road network on which work was completed in the 12 months to 30 June is to be indicated.

The return shall state the lane kilometres of work completed as a percentage of the road network lane kilometres for each of:

  • work category 131: Emergency reinstatement
  • work category 211: Unsealed road metalling
  • work category 212: Sealed road resurfacing
  • work category 213: Drainage renewals
  • work category 214: Pavement rehabilitation
  • work category 241: Preventive maintenance
  • work category 324: Road reconstruction.

Reports are to include work on special purpose roads, if applicable.

Annual achievement for structural renewals

The number of projects and lane kilometre length of work completed in the 12 months to 30 June is to be indicated.

The return shall state the number of projects and lane kilometre length of work completed against the planned number and length for each of:

  • work category 212: Sealed road resurfacing
  • work category 214: Pavement rehabilitation.

Reports are to include work on special purpose roads, if applicable.

Note: Achievement of work in work category 231: Associated improvements is not to be reported.

Annual achievement for bridge renewals

Projects that have been completed in the 12 months to 30 June are to be identified.

The return shall state the number of projects and lane kilometre length of work completed against the planned number and lane kilometre length for:

  • work category 322: Bridge renewals.

Each structure’s lane kilometre length is to be confirmed to the nearest metre.

Bridges are deemed to be complete when opened to traffic.

Annual achievement for infrastructure improvements

The following work categories are to be included as infrastructure improvements in the physical achievement return:

  • work category 323: New roads and structures
  • work category 324: Road reconstruction
  • work category 325: Seal extension
  • work category 341: Minor improvements
  • work category 451: Pedestrian facilities
  • work category 452: Cycle facilities.

The return shall state the number of projects, area in square metres and lane kilometre length of work completed against the planned number and length for each work category.

Fees projects including road studies are not considered to result in physical achievement, and therefore are not reported.

Projects which have been completed in the 12 months to 30 June are to be identified. Each project’s length is to be confirmed.

Road improvement projects are deemed to be complete when the entire programmed length is first-coat sealed or, if this is not appropriate, when the facility is available for use.

Block allocation projects

The following shall be reported:

  • Projects completed
    • project names
    • project final price (excluding land costs)
    • project tender price (including contingency).
  • Projects commissioned but not completed
    • project names
    • project cashflow
    • carry over cost to next year.
  • Projects not programmed to proceed
    • project names (design and construction only).
  • Projects with drawn
    • project names
    • reasons for withdrawal.

Road quality measures

The following measures shall be reported from the road asset database (eg, RAMM1 ):

  • roughness performance
  • smooth travel exposure
  • statistics phase 1 & 2
  • surface condition index
  • pavement integrity index
  • roughness performance by road group2
  • pavement integrity index by road group
  • length of sealed network overdue for resurfacing
  • length of surfacing by financial year
  • length of pavement layer by financial year
  • number of traffic counts by financial year.

Environmental measures (state highways)

Dealing with noise = % urban state highways with a speed environment greater than 70 km/h in noise-sensitive areas where traffic noise is treated by designed solutions.

Dealing with road runoff = % of the network within sensitive receiving environments where stormwater run-off is treated by designed solutions.

Road maintenance cost

The following shall be reported:

  • cost of routine maintenance per lane-km
  • cost of periodic maintenance per lane-km.

Road construction cost

The following shall be reported:

  • cost of new urban roads ($ / m2 of new road, large projects only)
  • cost of new rural roads ($ / m2 of new road, large projects only).

Travel plans

The following shall be reported:

  • number of school travel plans implemented
  • number of workplace travel plans implemented.

Walkways / cycle paths

The following shall be reported:

  • length of new walkway/cycleway (km) (measured at time of funding)

Dedicated bus lanes

The following shall be reported:

  • length of new dedicated bus- lanes (km) (to include both constructed and painted [existing] roads; measured at time of funding).

Physical statistics return

Physical statistics returns using forms in LTP online are used to capture the information requested, as at midnight on the 30th of June for the reporting year. The information collected from these returns will be updated annually and will serve as the prime statistical reference for land transport roading activities.

Instructions and forms

The physical statistics return is to be prepared on the appropriate forms in LTP online.

Instructions for preparing the physical statistics return are provided below for state highways, local roads and special purpose roads.

Regional state highway summary

The regional state highway summary is to be completed in the following manner:

  • Each Transit NZ regional office shall complete a summary per local government region.
  • Where a length of highway is common to multiple state highway numbers, the length shall be recorded only once.
  • Lengths of state highway revoked on or prior to 30 June of the reporting year are not to be included.
  • Highway lengths shall be reported in kilometres to one decimal place. Bridge lengths shall be reported in whole metres.
  • Highway lengths shall include bridge lengths. Bridge lengths shall be reported in terms of centreline length of the highway (eg, culvert diameter).
  • Motorway length shall be reported as that length declared and operating as a motorway.
  • A timber bridge is defined as a bridge with one or more main structural elements of timber (decks are not considered to be main structural elements).

Note: A state highway level of service report is to be provided by Transit NZ in the form of a national RAMM report of condition data.

Form completion

The state highway physical statistics return is to be prepared on the appropriate forms in LTP online.

Local roading

The local roading summary is to be completed in the following manner:

  • One return is required from each approved organisation that administers local roads. This form excludes state highways and special purpose roads but includes lengths of state highway revoked on or prior to 30 June of the reporting year.
  • Road lengths shall be reported in kilometres to one decimal place. Bridge lengths shall be reported in whole metres.
  • Road lengths shall include bridge lengths. Bridge lengths shall be reported in terms of centreline length of the roadway (eg, culvert diameter).
  • A timber bridge is defined as a bridge with one or more main structural elements of timber (decks are not considered to be main structural elements).

Note: A level of service report is to be provided in the form of a RAMMS report of condition data.

Local roading (special purpose roads)

A special purpose roads summary is to be completed in the following manner:

  • One return is required from each approved organisation that administers special purpose road(s).
  • Road lengths shall be reported in kilometres to one decimal place. Bridge lengths shall be reported in whole metres.
  • Road lengths shall include bridge lengths. Bridge lengths shall be reported in terms of centreline length of the roadway (eg, culvert diameter).

A timber bridge is defined as a bridge with one or more main structural elements of timber (decks are not considered to be main structural elements).

Form completion

The local roading and local roading special purpose roads physical statistics return are to be prepared on the appropriate forms in LTP online.
