The programme and funding manual is comprehensive and defines all eligible types of work, the procedures used to submit funding applications, to make ALTP recommendations, and for NZTA's financial assistance policies. It is updated each year to reflect changes to programming and funding policies and procedures made after consultation with approved organisations.

The planning and investment knowledge-base will replace the Planning, programming and funding manual (PPFM) and Planning policy manual (PPM) progressively over time. Development started in 2011.
