The Request for Tenders (RFT) is the document that advises tenderers of the specific requirements of the tender process.
3.1 General requirements
3.1.1
No tendering authority shall, with respect to any RFT or contract, include any requirement that has the effect of unreasonably limiting competition, or which unreasonably favours one contractor or category of contractors over another.
