Summary

As part of the on going programme of reviewing traffic engineering practice and procedures Land Transport New Zealand undertook a theme audit of speed limits of less than 50 km/h. This theme audit recognised that in recent years many speed limits of this type have been installed including school zone speed limits (i.e. variable 40 km/h speed limits using electronic signs and applying only before and after normal school hours).

The survey was carried out by way of a questionnaire and interview with representatives of twenty-one Road Controlling Authorities (RCAs) who had either speed limits under 50km/h or school zone speed limits.
