Section C12.9 of the Planning, programming and funding manual (19 KB) provides guidelines for assessment by each RTC and ARTA of its RLTP, covering

  • Compliance with the LTMA
  • Method used (if other than the NZTA methodology)
  • What is included in the assessment
  • Statement of issues, problems and opportunities - including supporting evidence
  • Statement of transport priorities and targets
  • Contribution of RLTP to priorities

Develop the draft RLTP

Section C12.8 of the Planning, programming and funding manual (21 KB) covers the development of the draft RLTP as follows:

  • Regional advisory group (RAG) tasks
  • Submissions from approved organisations and NZTA
  • Timely use of LTP online

Each RTC (ARTA for the Auckland region) must prioritise all activities, other than those that are exempt, develop regional priorities and assess its RLTP.

Section C12.5 of the Planning, programming and funding manual (23 KB ) covers

  • Processes for consultation, drafting and finalizing the RLTP
  • Statement of transport issues, problems and opportunities

  • Purpose of the review
  • Provide national perspective
  • Review contribution to GPS
  • Agree and nationally prioritise activities

Terms used in the LTMA

There are terms used in the LTMA in the provisions for the content of RLTPs that are not defined in the LTMA. This section provides the NZTAs guidelines on these terms.

Following these guidelines will:

Legislation: LTMA s16 and s17.

Section C1.3 of the Planning, programming and funding manual (63 KB) covers

  • Activities included without prioritization
  • Nationally significant activities
  • Activities with inter-regional significance
  • Regionally significant activities
