The NZTA has the responsibility for funding activities and combinations of activities through the National Land Transport Programme (NLTP). Chapter E1 of the Planning, programme and funding manual deals with the specific requirements surrounding that funding.

Section E1.3 of the Planning, programme and funding manual refers to the legislative provisions and sets out the NZTA's method for assessing activities and combinations of activities for funding approval.
