Activities
An activity is defined as a land transport output or capital project, or both.
The NZ Transport Agency is able to contribute funds for eligible transportation activities undertaken by approved organisations. The process used depends on the programme, as follows:
Preparing activities for the 2009-2012 programme
The preparation of the 2009-2012 programme, described in the Planning, programming and funding manual 2008, involves the following steps:
- Formulating activities
- Getting activities into the RLTP involves assessment and optimisation
- Prioritising activities to help with developing the NLTP

Which manual applies
Section 1.3 of the Planning, programming and funding manual 2008 (PPF) (PDF 75 KB) states "The NZTA will use the policies and procedures set out in this edition for…approving activities and combinations of activities in the 2008-09 financial year, unless it is impractical to do so".
Transition provisions
A general circular has been issued to clarify the transition provisions (171 KB) applying to the 2008-2009 programme.
